GIZ Cooperation
Vocational Education & Training
Since 2011 EKONID has been cooperating
with the GIZ development programme SED-
TVET
(Sustainable
Economic
Development
Through Technical and Vocational Education and
Training) in the field of Vocational Education (VE).
In 2012 the joint activities were intensified to
further support local institutions in their efforts to
improve the Indonesian VE system. The prevailing
challenges are various, e.g. a lack of involvement
of the private sector in vocational education, the
insufficient quality of the education and the inability
of the private sector to communicate its skill
demands towards the government. The latter was
addressed through an employer survey designed
as a research and capacity building project for the
industry in Central Java. EKONID partnered with the
Central Java chapters of the Indonesian Chamber
of Industry & Commerce (Kadin) as well as the
Indonesia Hotel and Restaurant Association (PHRI)
in Central Java.
Together with both partners, 30 hotels located in
Central Java were interviewed to determine the
gap between the skill requirements of the hotel
industry and the perceived skill level of SMK
graduates. Besides gathering data on employer
demands, capacity building both project partners
was the essential aspect of the project because it
has always been challenging for the hotel sector
in Central Java to communicate efficiently their
demands towards the respective institutions and
authorities. This situation has changed.
The results and recommendations of the employer
survey were presented in a socialization event
in February 2012 with more than 70 participants
joining the discussion and identifying opportunities
to cooperate and address the prevailing quality
issues in the vocational education together.
Both education sector and industry committed
themselves to cooperate closer in the future.
The involvement of the private sector in vocational
education is essential in order to assure the
demand orientation of the education process.
